Faircrest Heights ICO Area Community Meeting

Faircrest Heights (including part of C.H.A.P.S.) was one of 15 neighborhoods protected by a March 2015 Interim Control Ordinance (ICO) limiting mansionization. Affecting single family dwellings on RA, RE, RS and R1 lots between Pico, La Cienega, Venice and Fairfax, the ICO allows demolitions, additions, remodels and new construction, while placing limitations on the size of new or remodeled homes.
 
Given our ICO status, we will be among the first neighborhoods in the city to be granted access to a menu of new single family zones currently being developed by City Planning under the re:CodeLA effort.  City Planning has set up a community meeting JUST FOR US, to help our neighborhood understand - and help determine - our options.  Community input is critical!
 
Below please find a message from City Planning:
 
The Department of City Planning is kicking off a series of community meetings for the Interim Control Ordinances (ICO) areas across the City to address the issues confronting single-family neighborhoods. This draft ordinance will be the follow-up to the March 25, 2015 Interim Control Ordinance to establish new regulations for neighborhood conservation. Please join us at the open house meeting near you to hear the menu of new zoning options and tell us what you think.
 
At this meeting, you will have an opportunity to learn more during an open house-style session with Planning staff, followed by a brief presentation about the area and zoning options and timeline for this ordinance. We will conclude with small group discussions where staff will hear more about your concerns, ideas, and feedback about draft zoning options.
 
Following this meeting, staff will review feedback and information provided by community members and move forth with preparing a draft ordinance. Follow-up focus group meetings will be scheduled, followed by a public hearing before the draft ordinance will be presented to the City Planning Commission (CPC) in late summer.

NU Block Party - Saturday, August 8, 2015, 12 to 5 PM

 Join us for Neighbors United’s Block Party 2015 on Saturday, August 8 from 12 noon until 5 p.m. on the 1900 block of Stearns Drive.  We’ll have great entertainment, games, prizes and special guests.  The Fire Department and Police Department will demonstrate their equipment and there will be information booths.  The food will be FREE but you’ll need tickets for each member in your family.  Tickets will be available on a first come-first served basis at the registration table beginning at 12 noon at Stearns Drive and Sawyer Street.

Faircrest Heights Dance Studio

I am looking forward to seeing all my friends and neighbors at our annual Faircrest Heights neighborhood block party in a few short weeks. I am especially looking forward to the dance performance from the lovely young ladies of Seventh Dancers.

Seventh Dancers, located in the Evolve Dance studio over on Pico and Fairfax, is an amazing ballet dance program for young girls and boys ages 8-16yrs old. The students of Seventh Dancers have been practicing all summer for their first performance at the Faircrest Heights neighborhood block party.

The very talented Tahira Aliya is the visionary behind this amazing dance program. Miss Tahira, as the girls call her, has traveled the world to study her love for dance, with much of her training spent at the Le Petite Danseuse, Debbie Allen and The Dance Arts Academy. With 30 years experience, Miss Tahira took her passion to the next level by continuing her education at The National Academy of Sports Medicine studying injury prevention, personal training, and wellness coaching. This combination of experience, education, and dedication to the art of dance is what makes Seventh Dancers an extraordinary program here in Faircrest Heights.

Seventh Dancers is more than just a ballet class, it’s a lesson on sophistication, leadership, community pride, and teamwork. From the moment you step inside the studio you are greeted with warm smiles and friendly faces. It is clear that these young ladies take their lessons seriously and absolutely love being apart of this program.

Dance practice typically runs between 2 ½ – 3 hrs. In addition to their traditional lessons, the students enjoy exploring the local farmer’s markets, swimming at LACES, book club at the local library, and field trips on Fridays. Miss Tahira believes that education is very important and encourages the girls to strive for excellence in the classroom too. During the school year, students break up into study groups and work on their homework for a full hour. Miss Tahira’s assistant, Miss Danielle, is a teacher and helps tutor the students as needed.

What:               Venice Boulevard Street Widening and Roadway Improvements  

When:              Monday, August 4, 2014 through Saturday, September 20, 2014

Hours:             24-Hour Work Shifts, Monday-Sunday

 

Where:             South side of Venice Boulevard, between Culver Boulevard and National Boulevard

 

Work Description:

As part of the street widening and roadway improvements, work crews will conduct sidewalk/roadway reconstruction, installation of storm drains, catch basins, traffic signals and street lighting, and the realignment and restriping of traffic lanes. Additional street improvements on the north side of Venice Boulevard will follow, and a supplemental notice will be issued.

 

Traffic Impacts:

  • Starting the week of August 4, 2014, temporary lane closures will be implemented on Eastbound Venice Boulevard during nighttime hours for the relocation of K-Rail and restriping of traffic lanes to delineate the new work areas along the south side of the street. 
  • Additional intermittent nighttime lane closures will be implemented throughout construction.
  • Due to the K-Rail placement near the Expo Line Culver City Station, the station entrance off Venice Boulevard will be temporarily closed for approximately 4 weeks.
  • The sidewalk on the south side of Venice Boulevard between Culver Boulevard and Robertson Boulevard will be temporarily closed, along with the crosswalks on the south side of Venice Boulevard at Robertson Boulevard and at National Boulevard. A pedestrian detour will be maintained at all times.
  • Right turns from Eastbound Venice Boulevard onto Southbound National Boulevard will be prohibited for trucks.
  • Eastbound Venice Boulevard will remain two lanes of through traffic between Bagley Avenue and Robertson Boulevard. Three lanes of traffic will be maintained east of Robertson Boulevard.
  • Southbound National Boulevard will be reduced to one lane of traffic through the Venice Boulevard intersection for three weeks, and the crosswalk on the west side of National Boulevard will remain closed.
                                         

 Advisories: 

  • The bus stop located on the south side of Venice Boulevard at Exposition Boulevard will be temporarily relocated, and specific signage will advise of the temporary bus stop location.
  • Directional signage and/or flaggers will be used to safely direct vehicles and pedestrians around the construction zone.
  • Temporary parking restrictions will be required and strictly enforced at all times. Signage with specific restrictions will be in place in all construction areas.
  • Local access to businesses and residences will be maintained throughout all construction activities.
  • Please obey all posted construction signs and do not enter the construction work zone.

'Great Streets' initiative is intended to revitalize city neighborhoods by targeting a single intersection

Los Angeles Mayor Eric Garcetti's office has identified the first 15 areas to be targeted in his initiative to revitalize dozens of neighborhood streets.

The goal of his "Great Streets" program, the mayor has said, is to make streets  more pedestrian-friendly and attract businesses. The mayor's staff said Monday that $800,000 has been initially budgeted for the project.

Garcetti first announced the program in October, and said that it would target up to 40 neighborhoods and focus a variety of resources on improvements. He pointed to intersections such as Sunset Junction in Silver Lake and Glendale Boulevard in Atwater Village that underwent a revival during his 12 years as a city councilman representing those areas.  He mentioned the project again in his first State of the City address in April as part of his agenda to improve the quality of life in L.A. Designated streets will be "the standard-bearers of a revitalized city, one main street at a time," he said.

Mansionization: Attend the April 14 Neighbors United Meeting!

As discussed at the last Neighbors United meeting, many of our residents are greatly concerned that our neighborhood is at risk of being irrevocably changed as a result of the trend known as mansionization (demolishing smaller, more historic single family homes and replacing them with new out-of-scale ‘big-box’ homes that dwarf surrounding dwellings and change the character and scale of established neighborhoods). 

We wish to preserve the unique character of our area and to protect our quality of life by engaging residents and city leadership around these issues. While we have no objections to construction, expansion, or remodeling, we believe new and remodeled homes should have reasonable size limits proportionate to existing houses and lot sizes in our area. 

Last month, a small group of Faircrest Heights residents gathered approximately 235 signatures on a hard copy petition, which was sent to Council President Wesson along with a letter asking him to help us address mansionization on two fronts: 

1. Mobilizing City Council to amend the city-wide Baseline Mansionization Ordinance to eliminate the self-defeating (and often-abused) bonuses and exemptions 

2. Sponsoring a motion for a Residential Floor Area (RFA) overlay district in our R1 areas, reasonably tailoring size and height regulations (for single-family homes) to the particular needs of our community 

We also initiated a change.org petition (http://www.change.org/petitions/herb-wes...). 

We have a preliminary meeting with four of Councilmember Wesson’s deputies on Monday afternoon April 14, and hope to be able to provide a positive status report at the Neighbors United meeting that evening (7:00pm at the Claude Pepper Senior Center, 1762 S La Cienega Blvd). We hope to see you there!
